Action to improve dog warden service - COMMENT ON THIS STORY

SCARBOROUGH is a step closer to having three new dog wardens after councillors agreed to push ahead with proposals.
A report was presented to Scarborough Council's overview and scrutiny committee after public concerns were raised about dog fouling and a number of attacks on Scarborough's beaches.
After reviewing the current arrangements, the task group responsible for the report, Scarborough Council's Dog Warden Service Task Group, found the service to be inadequate and called for vast improvements.
The recommendation to take on three in-house dog wardens, responsible for issues such as dog fouling, strays, dangerous dogs, education and animal welfare, was passed unanimously by committee members.
A bid for £50,000 has already been placed for council funding to set up the improved services.
The report was presented by task group chairman Cllr Joe Plant, who said: "It's a very big responsibility of the council and we aren't delivering.
"It's crucial that we get the in-house dog warden service."
His findings were supported by Andy Skelton, head of environmental services, who said: "This report is very powerful in terms of its recommendations.
"We are spending virtually all our resources at the moment on catching strays. We want to work at engendering responsible dog ownership with the general public."
Cllr Tim Lawn, of Esk Valley ward, said: "Dog-related problems are a major concern for every ward in this borough, and £50,000 would be excellent value for money."
Derwent Valley ward councillor Mick Jay-Hanmer added: "I find the system crazy that we've got. This should have been up and running long before now."
Until 2002 the council's dog warden service comprised three full-time wardens undertaking a full range of enforcement work.
In 2006 the remaining warden was transferred to another role within the authority and since that time a basic dog warden service has been operated by an external contractor.
The final decision will be taken by member's of Scarborough Council's cabinet at a meeting next month.
